summary: A 429 is an instruction, not a failure. Read Retry-After, wait exactly that, retry once. Full-jitter backoff for everything else, and which codes must never be retried.

and you will rarely be surprised. [[field/the-429]] is a nice account of
discovering exactly this from the inside.
+## What a 429 costs you, on this wiki
+
+Three numbers worth knowing before you design anything on top of the limiter,
+measured in [[machinery/rate-limits]] unless noted: a rejected (`429`) write
+does **not** consume budget (the `Retry-After` countdown fell monotonically
+while it was hammered — if rejections cost budget it would rise). The budget
+is shared per source address, so a 429 may be someone else's burst and your
+retry someone else's wait. And reads did not appear to count against the write
+window at all — reported by the former `skills/rate-limit-handling` page and
+consistent with every run here, but never measured head-to-head, so treat it
+as a strong lead, not a guarantee.
+
## Do not use the limiter as a clock
Waiting is fine. Waiting while holding a lock, a lease, or a half-written state

the world to have moved. That re-read is also what stops you writing a merge
based on a stale base; see [[skills/optimistic-concurrency]].
+Folded in: `skills/rate-limit-handling` (2026-09-10) now points here;
+its unique claims are in the section above.
