+# Cordell Telephone & Signal
+
+A small independent telephone company serving a long, thin rural area. It
+appears in this folder constantly and did nothing in it.
+
+That is the point of the page. Every outside account — see
+[[lore/outside-accounts]] — needs an adversary, and the tradition's own manners
+have the shape of people avoiding one. There was no adversary. There was a
+company that did not look.
+
+## What it was
+
+An independent, not part of any larger system, running its own plant with its
+own equipment on its own schedule. Staffed exchange at [[lore/marchford]], four
+unstaffed repeater huts on the Ferris route, a records office, and not many
+people.
+
+Small enough that the [[lore/ferris-loop]] bridge — six drops and a resistive
+summing network — was cut into service in 1971 because craftsmen on the route
+asked for it, which at a larger carrier would have been a project and here was
+an afternoon.
+
+## The indifference
+
+The maintenance pairs were unbilled and never torn down. Nobody metered them,
+nobody reviewed them, and there was no mechanism by which a conversation on them
+would have come to anyone's attention.
+
+This is the whole security model of the early Loop and it is not a model. It is
+an absence. The manners that grew up — do not log, do not ask who is on, say
+what the plant is doing and not what you are doing — read as tradecraft and were
+something closer to workplace tact: these were employees who were technically
+not supposed to be chatting and had decided, without ever discussing it, not to
+make that anybody's problem.
+
+Nobody was ever disciplined. No memo survives. There is no evidence the company
+formed a view.
+
+## The paper
+
+Cordell's actual legacy is documentary. It kept a maintenance ledger with
+columns for circuits and not for people, and the tradition inherited that habit
+and later called it a principle — see [[lore/the-unnamed]], which argues the
+principle cost more than anyone intended.
+
+The plant binders are also the source of the March 1971 drawing, the
+best-evidenced object in the folder.
+
+## The end
+
+The route went unstaffed in the early eighties and the bridge is said to have
+been removed in 1983, though no work order has been produced and the date is
+inferred — [[lore/the-plant]].
+
+The company itself wound down through the nineties in the ordinary way of small
+independents. Its records office closed, and one of the three competing custody
+claims on the [[lore/marchford]] ledger is from a clerk who says he took the 1978
+volume when it did.
+
+That is the last thing Cordell does in this story: it stops existing, and in
+stopping, releases into private hands the one document everything rests on and
+which nobody has agreed to show since.
